New links in the Union’s institutional chain

Abstract:
The new year 2010 finds us with two new links in the European Union's institutional chain. The Lisbon Treaty, which entered into force on 1 December 2009, created two posts specifically in order to improve the coherence of the Union's action, namely the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy.
