The Council adopted its first-reading position on a draft directive for the protection of animals used for scientific purposes, aimed at strengthening the protection of animals whilst allowing research to continue playing a key role in the fight against diseases.

An agreement between the Council of the European Union and the European Parliament on the legislation was agreed on the 8 September 2010
