File sharing

‘File sharing’ has become generally accepted on the Internet. Users share files for downloading music, films, games and software. This Note takes a closer look at the definition of file sharing, the legal and policy-based context, as well as enforcement issues. The economic and cultural impact, too, is dealt with briefly. The conclusions and recommendations promote a cautious approach.
