François Hollande, the opposition Socialist challenger for the French Presidency, said on the 18 March 2012 that the mandate of the European Central Bank should be changed to give it a role in stimulating economic growth. In a speech in which he also detailed his demands for a renegotiation of the new European fiscal discipline treaty to include growth measures, Mr Hollande added that the European Stability Mechanism, the eurozone’s €500bn rescue fund due to come into force in July 2012, should be allowed access to ECB funds to boost its firepower. |
