National cyber security strategies: Setting the course for national efforts to strengthen security in cyberspace

This paper is based on the preliminary findings of an ENISA project which aims to produce a Good Practice Guide on how to develop, implement and maintain a national cyber security strategy. The paper includes a short analysis of the current status of cyber security strategies within the European Union and elsewhere. It identifies common themes and differences, and concludes with a series of observations and recommendations.
