Communication from the Commission to the European Parliament, the Council and the Court of Auditors – Synthesis of the Commission’s management achievements in 2011

Article 317 of the Treaty on the Functioning of the European Union (TFEU) gives the European Commission responsibility for implementing the EU budget, within the limits of the appropriations available and having regard to the principles of sound financial management. It provides for Member States to cooperate with the Commission to ensure that the appropriations are used in accordance with these principles.

By adopting this Synthesis Report, on the basis of the assurances and reservations made by its Directors-General and Heads of Service in their AARs, the Commission takes overall political responsibility for management of the EU budget. In the Synthesis Report, the Commission also identifies the key management issues to be addressed as a matter of priority and the action to be taken to address identified weaknesses.
