In the last quarter of 2013, Spanish foreign policy was marked by five main issues: - the latest disagreement with Gibraltar; - the cases of massive espionage by the United States National Security Agency; - the change of format of the Ibero-American Summits; - the difficult balance between commercial expansion and foreign policy; - and the so-called ‘Catalan’ question, which has gone from being a national problem to an international one for the Spanish government. |
