Changes to benefits rules must be seen in context of broader reform push

In an op-ed originally published in The Daily Telegraph in May 2015, Open Europe's Pawel Swidlicki argues that the unique structure of the UK welfare model makes it necessary to reform EU-level rules on migrants' access to benefits, and that this should be seen through wider prism of an EU better able to accommodate national differences.
