Summary:

Widespread problems persisted in the way public authorities across the European Union contract out work, according to a report from the European Court of Auditors published on 15 September 2015.

The Auditors stated that, even though the European Commission and the Member States had started to address the problem, there was still a long way to go. They recommended that 2014-20 payments to the Member States concerned should be suspended should the situation not improve by the end of 2016.
