According to media reports, Belgium, Germany, Slovenia, the Netherlands and the United Kingdom called for the European Commission to introduce CO2 limits for tucks. While a limit of 95 grams of CO2 per kilometre (g/km) by 2021 was introduced for cars and vans, emissions from heavy duty vehicles (HDVs) remained unregulated.

In May 2014, the European Commission set out a strategy to curb CO2 emissions from HDVs over the following years. It was the EU’s first initiative to tackle such emissions from trucks, buses and coaches.
