Letter by President Donald Tusk to the European Council on the issue of a UK in/out referendum

European Council President Donald Tusk gave his assessment of the negotiations between the United Kingdom and the European Union to reform the EU in a letter to EU leaders published on the 7 December 2015, in advance of a substantive debate on the topic at the European Council, 17-18 December 2015.
