Developing resilience and making European security more immune to crisis, the Panel of Eminent Persons on European Security as a Common Project set up in 2014 was mandated to provide advice on how to reconsolidate European security as a common project. The Panel prepared on the basis for an inclusive and constructive security dialogue across the Euro-Atlantic and Eurasian regions, reflecting on how to re-build trust among OSCE participating States, and examining perceived threats in the OSCE area and potential common solutions.

It reported in November 2015.
