On the 7 July 2016, the European Commission confirmed as had been announced in its Communication of the 18 May 2016, that both Spain and Portugal would require new deadlines to correct their excessive deficits. Although it was recognised that both countries had carried out significant structural reforms in past years, the European Commission was legally obliged to present a proposal for a fine under the Article 126 of the Treaty on the Functioning of the European Union. Portugal had been recommended to correct its excessive deficit by 2015 and Spain by 2016. EU financial ministers were expected to discuss the European Commission’s findings at the ECOFIN Council of 12 July 2016. Effectively, the European Commission would leave it to the EU Member States in the Council to decide whether fines should be imposed. |
