Communication published by the European Commission on 25 March 2020 aimed at protecting critical European assets and technology amid the COVID-19 outbreak and related sanitary crisis.

This set of guidelines was published ahead of the application of Regulation (EU) 2019/452 (FDI Screening Regulation), to ensure a strong EU-wide approach to foreign investment screening in a time of public health crisis and related economic vulnerability. The aim was to preserve EU companies and assets without undermining the EU's general openness to foreign investment.
