20th OSCE Ministerial Council took place in Kiev, Ukraine on the 5-6 December 2013.

The OSCE Ministerial Council meets once a year towards the end of every term of chairmanship to consider issues relevant to the OSCE and take appropriate decisions.

The meeting took place in the midst of tensions within Ukraine after the government of President Yanukovych had not signed an agreement with the EU to strengthen relations with the European Union in November 2013.
