Annual report published by the European Commission on 19 September 2022, concerning the European Union's Anti-Dumping, Anti-Subsidy and Safeguard activities and the Use of trade defence instruments by third countries targeting the EU in 2021.

Further information:

This 40th Report gives information on the EU’s anti-dumping, anti-subsidy and safeguard activities, as well as the trade defence activity of third countries against the EU in 2021, in line with the European Commission’s reporting obligations.

The Report concludes that 462,000 EU jobs were directly protected by the EU's trade measures in 2021 in key EU manufacturing sectors. Despite the ongoing difficulties in 2021 resulting from the COVID-19 (coronavirus) pandemic, the Commission continued to apply the trade defence instruments. This report also addresses the implementation of legislative changes made in 2017/2018, adopted to ensure that the instruments can address policies and challenges in global trade.

The Staff Working Document accompanying the Annual Report lists the Commission's trade defence activities of 2021. It summarises of a selection of cases and interesting trade defence-related court judgments, as well as elaborating on several third-country cases which the Commission monitored during the year.
