Summary:
On 23 September 2019 in the city of Birgu (Malta), Germany, France, Italy and Malta have reached a temporary agreement for disembarkation and relocation of migrants rescued in the central Mediterranean. This agreement has been presented to other European interior ministers on 8 October during the Justice and Home Affairs Council but they didn't reach a common agreement.
