A Brazilian perspective on the challenges facing the EU and Latin American cooperation agenda

The Analyses of the Elcano Royal Institute (ARI)are short pieces - of around 3,000 words - on aspects of current international affairs considered to be of relevance to Spain, its foreign policy or its security. In broad terms ARIs are intended to have a predictive bearing on events.During the first years of the 21st century progressive Latin American governments defended regional integration and promoted more autonomous foreign policies. Internally, they implemented social inclusion and poverty-reduction policies. Externally, the narrative of regional integration added a clear emphasis on South-South relations and the broadening of global and interregional political coalitions and partnerships. However, at the end of the second decade, the ‘pink’ tide seems to have reached its limit, and new avenues for regionalism, inter-regionalism and cooperation with the EU may be opening up. This paper presents a two-fold argument: the construction of a cooperation agenda between the EU and South America must consider a set of exogenous variables (geopolitics, security and global governance); however, it must also consider domestic politics and the political economy of regional integration in Latin American countries.
