They include the creation of a special one-year Union residence card for students, trainees, volunteers and artists moving temporarily to another member state. Internal Market Commissioner Mario Monti confirmed that the free movement of citizens would be a key element in the single market action programme to be presented to the June Amsterdam summit. |
