This paper by David Blunkett, UK Secretary of State for Work and Pensions and Alan Johnson, UK Secretary of State for Trade and Industry, examines two urgent challenges faced by Europe: increased competition in a globalised economy and the demographic revolution. It sets out some ideas to help develop a consensus in modernising European welfare states, labour markets and skills. It was launched at the Informal Tripartite Social Summit held at Lancaster House, London, on 24 October 2005 during the UK Presidency of the EU.
