Summary: In this audit we looked at whether the Customs 2020 programme, together with the related customs legislation, are likely to deliver the IT systems necessary for improving customs operations in the EU. We found that the implementation of these systems suffered a series of delays so that some of them will not be available at the 2020 deadline set in the Union Customs Code. The delays were due to several factors, in particular: changing project scope, insufficient resources allocated by the EU and Member States, and a lengthy decision-making process due to the multi-layered governance structure. |
