A solidarity package for the Eastern partners

In the run up to the 3rd Eastern Partnership Summit in Vilnius on 28-29 November 2013, the dilemma for the EU is how to keep the Association Agenda on track without
engaging in a tug-of-war with Russia. To this end, the authors of this article suggest that the Union might consider launching an ‘EaP interim solidarity package’ to offset potential economic losses incurred due to external pressures. A number of options which might be inclulded in such a 'solidarity package' are put forward.
