Lawyers and health activists say that the World Trade Organisation's declaration on patents for medicines will only benefit developing countries that have their own domestic drug industries. The declaration on TRIPs, signed in November 2001, has left undecided the question of whether developing countries can import cheap copies of patented drugs from third countries.
