UN Resolution 2334 adopted on the 23 December 2016 should be seen as a belated step towards mobilising the international consensus. The Resolution concerned the Israeli settlements in 'Palestinian territories occupied since 1967, including East Jerusalem'. The Resolution was passed in a 14-0 vote by members of the Security Council (UNSC). The United States, which has veto power, abstained.

The Security Council reaffirmed that Israel’s establishment of settlements in Palestinian territory occupied since 1967, including East Jerusalem, had no legal validity, constituting a flagrant violation under international law and a major obstacle to the vision of two States living side-by-side in peace and security, within internationally recognized borders.

But to give it any real effect, states will need to build on the resolution with a view to making it operational. The author suggested that the European Union was best positioned to do so.
