The European Council meeting in Luxembourg in 1997 invited the Commission to draw up regular reports on the progress made towards accession by each of the candidate countries. Following the method used for the opinions in Agenda 2000 the Commission has prepared a 'composite paper' for the Council which contains a synthesis of the analysis in each of the regular reports as well as a series of recommendations. This document also sets out the state of play of the negotiations and the reinforcement of the pre-accession strategy. |
