Joaquín Almunia, European Commissioner for Economic and Monetary Affairs, has produced a paper on economic governance which is due to be approved by the European Commission on 3 September 2004. The paper will redefine the 'exceptional circumstances' under which a breach of the Stability Pact is permitted. Reforms to the Pact will be discussed at a meeting of EU Finance Ministers in the Netherlands on 4 September 2004. |
