During the course of a Justice and Home Affairs (JHA) Council in Brussels (4-5 December 2014), Amnesty International released a briefing 'Left Out in the Cold: Syrian refugees abandoned by the international community' documenting the pitiful efforts at resettlement of Syrian refugees by EU member states and the wider international community. Iverna McGowan, acting director of Amnesty International’s European Institutions Office, said: 'The international community’s failure to respond to the world’s worst displacement crisis since World War II is shameful'. 'Europe cannot sit idly by whilst millions are left struggling on our doorstep'. Within the EU, Sweden and Germany were hosting the largest number of Syrian asylum-seekers. Together, the two countries had received 96,500 new Syrian asylum applications in the last three years, representing 64% of all such applications in the block. In addition, Germany’s resettlement commitments amount to nearly half of the global total. Excluding Germany, the five largest countries in the EU (the UK, France, Italy, Spain and Poland) have pledged just 2,000 places between them constituting just 0.001per cent of their combined populations.
