The purpose of this technical report is to analyse and present the progress of the European Union as a whole towards fulfilling its greenhouse gas emission commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, and the contribution of each Member State towards achieving their 'burden sharing' targets.
