Analysis of the Health Check proposals: The reform of the mechanisms for direct support

This study examines five aspects of the Health Check, particularly those concerning the distribution and purpose of the direct supports under the Single Payment System. It considers the proposals for optional full decoupling, for redeploying some of the Single Payments for specific supports to sectors or areas, and also the ideas for risk management. Finally, it examines the proposed increase in funds to be shifted to Rural Development via the increased compulsory and progressive modulation.
