Andersen merger plan likely to face tough scrutiny

The European Commission is likely to look closely at a possible takeover of Andersen's non-US operations by KPMG. Officials say a reduction in the number of global accounting firms may be difficult to accept as it would restrict large companies' choice of auditors and enable the remaining four big accounting firms to raise fees.
