Kofi Annan, the United Nations Secretary-General, agreed on 27 February 2003 to extend until 10 March 2003 a deadline for the Greek and Turkish Cypriot leaders to agree that Cyprus should enter the European Union as a reunified state. If the two leaders failed to sign an agreement by that date, Mr Annan proposed the latest UN plan should be submitted to a referendum on both sides of the island.
