The European Ombudsman published in March 1999 the annual report covering the activities of his office for the year 1998.

The report contains recommendations by the European Ombudsman for further improvements of his office. These recommendations relate to the mandate of the European Ombudsman, that allows him to only deal with the activities of the Community institutions and bodies, and the high number of received complaints which are outside this mandate (70%).

The mandate of the Ombudsman, established by Article 195 of the EC Treaty, empowers him to receive complaints from any citizen of the Union or any natural or legal person residing or having its registered office in a Member State, concerning instances of maladministration in the activities of Community institutions and bodies with the exception of the Court of Justice and the Court of First Instance acting in their judicial role.
