Annual report 2018 on the application of the principles of subsidiarity and proportionality and on relations with national parliaments

Each year the Commission submits, in line with Article 9 of Protocol No 2 to the Treaty on European Union and to the Treaty on the Functioning of the European Union, an annual report on the application of the principles of subsidiarity and proportionality in European Union law-making. Since 2005, the Commission has also decided to publish an annual report on its relations with national parliaments.

Given the important role that national parliaments play in applying the principles of subsidiarity and proportionality, the Commission has decided to merge the two reports. This new approach will give more prominence to the views of national parliaments and avoid overlaps between the two annual reports.

This 26th report on the application of the principles of subsidiarity and proportionality therefore also covers the relations between the Commission and national parliaments.
