Annual Report 2022 to the European Council on EU Development Aid Targets – Council conclusions

The report analyses trends with regard to commitments to and delivery of the European Union's official development assistance (ODA). ODA remains a major source of finance for the poorest countries.

The Council notes that in 2021, the EU's collective ODA amounted to €70.2 billion, a nominal increase of 4.3% compared to the previous year. The EU and its Member States therefore maintained their position as the biggest global ODA provider, accounting for 43% of global ODA. In 2021, the EU's collective ODA represented o.49% of EU GNI, a slight decrease from the ratio of the previous year, but still higher than the average of the non-EU Members of the OECD. The Council highlights that it is urgent for the EU and its countries to take action towards achieving their collective commitments to provide 0.7% GNI as ODA and 0.20% as ODA to the least developed countries by 2030.

This set of conclusions were adopted at a meeting of the Council of the European Union held on 18 July 2022.
