Regulation (EC) No 1257/96 sets out the main goals, principles and procedures for implementing humanitarian aid operations by the European Union (EU). The Regulation required the Commission to submit an annual report to the co-legislators comprising a summary of the operations financed in the course of the preceding year.

This report presents the EU's main activities and policy outcomes in 2017.
