Autria-Social Benefits, Minimum income and Basic income

The ESPN Flash Reports are produced by the European Social Policy Network (ESPN) established in 2014 to provide the European Commission with independent information, analysis and expertise on social policies. The topics presented in the Flash Reports are identified by ESPN experts in the light of significant developments in their countries, or in some cases suggested by the Commission.

Starting from 1 July 2016, minimum income benefits got substantially reduced for beneficiaries of subsidiary protection and for persons granted temporary political asylum in the Federal Province of Upper Austria. This decision was taken irrespective of doubts about its constitutionality and conformity with international law, and irrespective of a general nationwide debate on a possible reform of the minimum income scheme.
