In a speech to fellow European Commissioners on 21 September 2005 Commission President José Manuel Barroso attempted to relaunch his administration, placing an emphasis on economic reform and helping to broker a deal on the EU's 2007-2013 budget. Mr Barroso said the EU Constitution was unlikely to be revived for the next two or three years. |
