This is the fifth edition of the Enterprise Policy Scoreboard, which, for the first time includes a chapter on taxation. The Scoreboard monitors the development of the framework conditions that define the business environment in the European Union. Progress is monitored on the basis of indicators; in addition, these facilitate the identification of benchmarks against which performances can be evaluated. Many Member States have committed themselves to a number of quantitative targets in the area of enterprise policies and the Scoreboard reflects on these targets whenever they relate to the indicators.

The Scoreboard 2004 covers nine areas: Access to finance; Regulatory and administrative environment; Taxation; Open and well-functioning markets; Entrepreneurship; Human capital; Innovation and knowledge diffusion; ICT; Eco-efficiency.
