Germany's Federal Cabinet approved on 21 January 2015 the Migration Report 2013, compiled by the Federal Office for Migration and Refugees.

The immigration statistics showed that 1.23 million persons had moved to Germany in 2013, a rate the country had not seen since 1993.

Amid these trends, Germany’s governing coalition was mulling the creation of a new immigration law. Social Democrats and Greens called for better regulation of immigration, clearing out who should stay and who should be refused entry. Chancellor Angela Merkel cut the debate short, saying the refugee issue was more urgent.
