Silvio Berlusconi, Italy's Prime Minister, flies to Brussels on 5 July 2004 to convince Europe's Finance Ministers at the Ecofin Council that his country's highly indebted public finances are under control in spite of the sudden departure late 2 July of Giulio Tremonti, his powerful Finance Minister. In the event, Italy avoided a formal warning from the European Union over its budget deficit.
