Italian Prime Minister Silvio Berlusconi was put on notice at the G20 summit in Cannes on the 3-4 November 2011 that Italy had to regain its credibility on debt markets even as promised reforms risked falling victim to clashes between the prime minister and his finance minister on top of a growing revolt within their centre-right party.

Spiegel Online International wrote that 'Greece is a problem for the European common currency. But Italy could be a catastrophe. Prime Minister Silvio Berlusconi is losing support at home and on [the 3 November 2011], he agreed to have his austerity efforts monitored by the IMF. Concern is rising that Italy could be the next euro battleground.

Mr Berlusconi said on the 4 November 2011 that he had refused the offer of an International Monetary Fund loan to his indebted country, arguing that Rome did not need one even as its borrowing costs remained at near-unsustainable levels.

Reuters and other reported on the 4 November 2011 that Italy had agreed to be put under surveillance by the International Monetary Fund (IMF) as part of a plan to restore market trust in the eurozone's third-largest economy.
