Blair sets EU budget bottom line

UK Prime Minister Tony Blair says he cannot sign up to a deal on the new European budget unless there is an agreement that a review of EU farm subsidies will take place in 2008, alongside a further review of the UK rebate. Mr Blair was speaking after talks with all 25 EU leaders ahead of the European Council, Brussels, 15-16 December 2005 summit to discuss the 2007-13 budget.
