A month after the second ceasefire agreement was signed in Minsk (Belarus), both sides of the conflict still accused each other of violating it.

Philip Breedlove, NATO's military commander, stated on 22 March 2015 during the Bruseels Forum that Russia was still sending arms across its border with Ukraine. The European Council had decided on 19 March 2015 to keep sanctions against Russia until the Minsk II agreement was fully implemented.
