Abstract:

In order to ensure the acceptance by European citizens of the Union as a body politic, it is essential to unveil its collective project and where necessary adapt it to the present day aspirations that citizens cherish. In this article, some suggestions are made to state more precisely the values supporting European integration, the objectives of the Union in the policy matters entrusted to it, as well as the means at its disposal to achieve these objectives. Clarifying these elements seems essential in order to turn the basic Treaties of the Union into a Constitutional treaty of the European Union, coherent and intelligible to its citizens.
