The European Commission is to investigate tendering procedures for the design and construction of the Scottish Parliament building. In a statement issued on 16 March 2005, a Commission spokesman said the tender procedure had violated European Union procurement rules and failed to respect the 'principles of equal treatment and transparency'. |
