Bulgaria and Romania breathe sigh of relief as Brussels says yes

Bulgaria and Romania were cleared 26 September 2006 to join the European Union on 1 January 2006 but only under the toughest conditions ever imposed and amid signs that this could be the EU's last expansion for many years.
