Bulgarian premier: Greece is not a functioning state

On 18 February 2016, as leaders from member states gathered for a European Council summit, Bulgaria's prime minister Boyko Borissov argued that Greece was not a functioning state. This was due his exasperation by the continued blockade of his country by Greek farmers.

While the European Commission does not have competence to deal with the situation, the Greek government was alledgedly not able or willing to control the situation.
