The Confederation of British Industry and Confindustria its Italian counterpart are concerned about new European Commission rules on temporary workers and 'top-down' intervention from Brussels undermining efforts to liberalise national labour markets. The business groups met with UK Prime Minister Tony Blair and Italian premier Silvio Berlusconi in mid-June 2002 and plan to publish criticisms on 21 June 2002 to coincide with the start of the European Council in Seville.
