On 26 June 2003 the Council of Agriculture Ministers of the European Union (EU) reached agreement on a fundamental reform of the common agricultural policy (CAP), based on European Commission proposals presented in January. In line with the overall objectives of Agenda 2000, this reform will be introduced from 2004 and 2005, completing that reform process in some areas and establishing a more stable policy framework for European agriculture. This landmark reform will move the CAP into a new era by changing the nature of EU support to the farm sector and the rural economy.
