Case C-200/02, Kunqian Catherine Zhu, Man Lavette Chen v. Secretary of State for the Home Department

Publishers Abstract:
In spite of the particular nature of the facts, the case annotated in this article gives the opportunity to examine once more the evolution of the concept of European citizenship and most of all the rights linked to it. If the Chen case confirms and even extends citizenship as a 'fundamental status', it should not hide the fact that the exercise of rights linked to this citizenship can be limited by the principles of proportionality and proximity.
